A school board agenda tells you what was moved and how it carried. The material underneath each item is where the dollar figures live, and that is the part a parent needs.
Fourteen School Board meetings went missing from the district’s new agenda site in early October and came back a few days later. The agendas came back and the material underneath them did not.
Here is what that means if you want to read something. The board adopted this year’s millage and this year’s budget at a final public hearing on Sept. 10. Open that meeting on the district’s portal today and you get a seven-page file, and that file lists three documents by name and by file size. The budget presentation is 1,845 kilobytes, the resolution setting the revenue and millage is 328, and the resolution adopting the final budget is 966.
None of the three is in the file. The portal will tell you how big your school tax resolution is, and it will not open it.
The Oct. 13 packet is the control, and it runs 774 pages
This is not a portal that cannot carry backup material. One meeting proves it.
The Oct. 13 regular meeting never went missing. Its packet runs 774 pages and about thirty-one megabytes, and the words File Attachments do not appear in it once, because the attachments are bound straight into the document instead. Page 735 is a letter from the architect on the firm’s own letterhead.
Then take the Sept. 8 regular meeting, which is one of the fourteen. Its packet is 166 pages, and it carries more than two dozen named files it does not contain. Budget amendments, financial statements, a charter bus service bid, a cafeteria equipment bid, and the September personnel appointments, transfers and leaves.
Count the pages and you have the shape of it. It is 774 from the meeting that stayed, and 166 from a meeting that left and came home with its agenda and without anything behind it.
Both union contracts are missing and only one is even named
The board approved the 2026-2027 agreement with the St. Johns Education Association on Aug. 25. That packet is six pages long, and it names the file it is missing: Collective Bargaining Agreement 2026-2027 with SJEA August 2026.pdf, 15,998 kilobytes, which is about sixteen megabytes of contract the board was given and you cannot open.
Motion by Kelly Barrera, second by Bev Slough, carried.
The item says the agreement covers compensation, insurance and leave, that it settles pay through June 2027, and that it adheres to the Teacher Salary Increase Allocation under section 1011.62(18) of the Florida Statutes. The sixteen megabytes that would say by how much are not there.
A week later the board did the same thing for school support staff. That packet is six pages too, except that its File Attachments line has nothing after it at all, not even a filename.
What it does carry is the roll. Motion by Bev Slough, second by Kelly Barrera. The yeas were Kelly Barrera, Bev Slough, Anthony Coleman, Jennifer Collins and Linda Thomson.
The fee nobody can set against the other fee
This paper reported on Oct. 17 that the board raised the architectural fee for the new SilverLeaf high school, High School “JJJ”, to a lump sum of $6,233,469.00 on Oct. 13. The packet carried no earlier figure to measure that increase against.
The earlier figure was set on Sept. 8. Item 5 that night approved a First Amendment to a contract first signed in June 2006, under a reuse clause that lets the district build from an existing school’s drawings at a discount. The item says staff and the project architect “have negotiated a reuse fee for the design and construction of High School JJJ,” and then, in a parenthesis, “See attached First Amendment.” It went through on consent, in one motion with the rest of the list, and the packet records no separate vote on it.
The portal names that attachment and tells you it is 634 kilobytes. It will not open it.
The board’s old agenda system still answers, and its record of the same item carries the same sentence and the same instruction to go and see the attachment. It carries no figure either, because its only line about money says the budget is in the capital outlay budget. So the fee the board agreed to in September sits in a document that neither of the district’s two systems will hand a parent. The fee from October is public, and nobody outside the facilities department can say how far apart the two of them are.
What is readable, and the workshop on Tuesday
The district’s minutes index has not moved and still runs through the Sept. 22 workshop, so the Oct. 6 and Oct. 13 meetings have no approved minutes yet. That part is ordinary. Minutes get approved at a later meeting, and the November regular meeting is where those two will land.
The board meets Tuesday at nine in the auditorium on Orange Street and on Webex, with three topics on it, which are Legislative Platform, Legal Services, and Nocatee DRI School Mitigation Update. Under each one the agenda prints the words “Strategic Plan: Mission Statement” and nothing further.
The agenda for Tuesday is one page, and so is the packet.
