Concurrency is the county’s promise to itself, written into its own comprehensive plan, that the roads and the schools and the water will keep pace with the rooftops it approves. It is a good promise. It is on the books.

None of this is a secret and none of it requires a leaked document. The permit portal is public. The level-of-service standards are the county’s own. Go pull the number of approved-but-unbuilt homes in the northwest sector, then go sit at the light where the two-lane road meets the interstate ramp at 5:15 on a Wednesday, and you will have read both halves of this cartoon.
