The city said on Sept. 25 that its free shuttle would add fifteen stops on Thursday. It did not say where any of them are.
They have been in the agenda packet since Aug. 10.
Item 10.A that night was a proposal to expand the St. Augustine Rider Circulator. The memo under it runs one page. The attachment behind it runs eighteen, one stop to a page, and each page carries a stop name, a stop number, a street address and four departure times.

The spellings are the map’s, including Courtyard by Marriot.
What the map is, and what it is not
It is headed “Star Circulator Study Map.” Its note says it “depicts Downtown and Anastasia Island Routes and is intended to inform Staff.” It was saved on July 20 and it went to the commission three weeks later.
So it is a staff study attached to a proposal, and it is not a published schedule. Nothing the city has put out since names a stop, so this is the only document in the record that does, and a reader should hold it that way.
What it does establish is the shape of the thing. Four shuttles, half an hour apart, leaving the Visitor Information Center at 9, 9:30, 10 and 10:30. The first one reaches St. Augustine Beach City Hall at 9:29 and is back at the Plaza at 10:26, which is an hour and twenty-six minutes door to door.
Three documents, three counts
The memo says sixteen new stops.
The Sept. 25 release says “an additional fifteen stops.”
The map numbers eighteen, and three of those are the downtown stops the shuttle already serves. Fifteen of the eighteen are new, which is the release’s figure and not the memo’s.
The sentence the release left out
The memo is dated July 30 and signed by the Community Services director. One paragraph of it has no equivalent in anything the city has published since:
The expanded route is proposed to operate until the start of the Nights of Lights season, at which time service will be modified to accommodate the City’s seasonal transportation demands.
The Sept. 25 release does not say the expansion ends. It gives a start date and no stop date, and its stated reason for the expansion is how popular the beach route was during last year’s Nights of Lights.
The hours moved too. The memo proposes 9 a.m. to 9 p.m., seven days a week. The release gives 9 to 9 Sunday through Thursday and 9 to 11 on Friday and Saturday, which is two hours more on the two nights people are out and the same on the other five.
Thursday morning
The department page at citystaug.com/STAR still prints the downtown loop. Three stops, 1.12 miles, 10 a.m. to 10 p.m. daily, last departure from the Visitor Information Center at 10 p.m.
Below that it carries a block headed “New STAR Circulator Route Coming Soon,” which says a new route will be coming in October 2026 and more information will be posted soon. There is no date on it and no stop list.
That page reads the same this morning as it read at 2:40 on Wednesday morning, which is fine, except that Thursday was the day the route was supposed to change and somebody standing at 430 A1A Beach Blvd. at ten past ten has no way to know whether a bus is coming.
The Tattler will publish the fifteen stops and the hours as the city gives them, on the day the city gives them.
