The St. Johns County Housing Finance Authority meets on Sept. 24 at 3 p.m., in the Kingfisher Conference Room of the Health and Human Services building at 200 San Sebastian View.
The county calendar entry for that meeting carries a link marked See Agenda. It goes to the Authority’s own site, at sjcountyhfa.com/meetings.
The newest heading on that page is April 2026. Under it are the words Agenda and Minutes, and neither one is a link. March 2026 has an agenda and no minutes. February 2026 has both. So the newest agenda a member of the public can open is from March, the newest minutes are from February, and the meeting is a week on Thursday.
What the Authority is
It is not a county department and it is not a taxing body, and it says both things itself.
Its About page states what it does: the Authority “strives to increase housing options for the ‘Missing Middle Market’, residents who earn 60% of the median household income,” and does that “by issuing bonds to developers who include qualifying housing in their local projects.” Asked on the same page whether it uses tax money, the answer is one sentence: “St. Johns County HFA has no taxing authority.” Asked whether it is a for-profit organization, the answer is that it is a quasi-public organization answering to the State of Florida and falling under the regulations that apply to all special districts.
Its multifamily page carries the part that brings all of it back to the dais. The Authority provides below market rate loans of bond proceeds for construction, rehabilitation and permanent financing of multifamily housing. Where there is more demand than the state’s private activity volume cap will cover, the Authority evaluates and ranks the applications and may select one or more developments. And then: “The ability of the Authority to issue bonds is also subject to approval of the sale of bonds by the Board of County Commissioners of St. Johns County, Florida.”
That is a board meeting in a conference room at three in the afternoon on the fourth Thursday of the month, doing the ranking that arrives at the commission later as a vote on a bond sale.
The budget page
The financial documents posted on the meetings page are three: the FY 2021-2022 budget, the FY 2021-2022 financial audit and the FY 2020-2021 financial audit.
The same page states that the Authority’s fiscal year runs Oct. 1 to Sept. 30. Counting forward from the posted budget, the fiscal year now ending is 2025-2026. The standing meeting notice posted on that page is titled Notice of Public Meetings 2023.
The Authority does publish in other places, and it is worth saying so. Its About page links a 2025 Annual Report, a 2023-2024 Year in Review, its by-laws and a special district goals and objectives document. The record of what the board decided is there. The record of what it is about to decide is what stops in March.
The other one meets first
The Affordable Housing Advisory Committee meets Wednesday at 3 p.m. in the Muscovy Conference Room, in the same building on San Sebastian View. It meets on the third Wednesday of every month. Its calendar entry carries a description, a location, a contact, and no agenda link at all.
The same calendar does the opposite two days from now. The Planning and Zoning Agency entry for Sept. 17 carries a file named “09.17.26 PZA Agenda with Staff Packets,” posted in advance of a 1:30 p.m. hearing. The Board of County Commissioners entries carry See Agenda and Printable Minutes. The machinery is there and it works, which is fine, because on these two entries there is nothing hanging on it.
Two other county bodies in the same stretch will not meet at all. The Ponte Vedra and Palm Valley Architectural Review Committee, set for Sept. 23 at 5 p.m. at the Players Community Senior Center, and the South-Anastasia Design Review Board, set for Sept. 24 at 1 p.m. at the Permit Center, are both marked CANCELLED on the calendar. The calendar gives no reason for either, and no reason is required.
Whatever the Authority takes up on Sept. 24 reaches the commission afterward as an item on an agenda that will be posted, in a packet, with a page number. That is the meeting most people will see.
