The county was asked on Sept. 15 to set its tax rate for the year that starts Oct. 1. Six days later the Clerk’s board records index carries an agenda for that meeting and nothing else.
No approved minutes. No recording.
That index lists nineteen board meetings for 2026, back to Jan. 20. Seventeen of them carry a linked minutes PDF and a linked video. The two that do not are the Sept. 15 regular meeting and the Sept. 15 special meeting, which was the budget hearing.
This is a lag, not a secret, and the index says so on its face: minutes “are posted after Board approval,” and the board approves a set at its next meeting. The next regular meeting is Oct. 6. Video is not on that clock and is not up either.
What the record does say
The first of the two statutory hearings was Sept. 3, and its minutes are posted.
They run seven pages. Motion by Whitehurst, seconded by Taylor, carried 5/0, to adopt Resolution No. 2026-294, setting the tentative millage. The general fund rate is 4.4999. The countywide fire district is 1.4700. Summerhaven is 7.3392, South Ponte Vedra Beach dune and beach restoration is 2.0000, and Ponte Vedra Beach dune and beach restoration is 0.0000. The aggregate is 6.7559.
Under it the minutes print the aggregate rolled-back rate, 6.6143, and one line: “Percentage increase in Property Taxes from rolled-back rate: 2.14%.”
Then a second motion, also 5/0, adopting Resolution No. 2026-295: the tentative budget, built on a certified taxable value of $63,056,698,242, generating an estimated $426,006,002 in taxes, and totalling $1,939,752,566.
Then a third, also 5/0, setting the second hearing for Sept. 15 at 5:01 p.m. in the County Auditorium.
The interesting paragraph is the one before the first vote. Chair Clay Murphy asked for consensus to approve a flat rate tentatively, “with the opportunity to consider a lower rate at the next meeting.” Wade Schroeder, who runs the Office of Management and Budget, clarified that a tentatively approved rate could be lowered but could not be increased.
So the board went into Sept. 15 with room to come down, on the record, and whether it used that room is the thing the minutes and the video would settle.
The board did meet. Page 7 of the Sept. 3 minutes is signed and dated approved September 15, 2026.
What the county has published instead
The FY 2027 budget page now heads a section “FY 2027 Final Budget” and offers a Final Budget Workbook. That link and the Tentative Budget Workbook link above it go to the same document.
The sentence explaining why was on the page before the hearing: since there were no changes from the first public hearing to the millage rates or budget, the tentative workbook remains the same for the second and final one. That is a statement about what staff carried into the room. It is not a record of what came out.
Two documents that were on that page a week ago are not on it now. The Advertisements block linked the Notice of Proposed Tax Increase and the Budget Summary, which are the two one-page statutory advertisements, and between them they carry the levy, the millage rate for every fund and a revenue and expenditure line for each. Both files still answer at their old addresses. Neither is linked from the budget page.
The county’s news index has published nothing about either meeting, and neither has its search: ask it for budget and it returns the notice announcing the two hearings, the two meeting entries and the spring workshops. Its newest item is dated Sept. 15 and is about a networking event in October. Last year the county announced its adopted budget in a release dated Oct. 1, the day that fiscal year began, and said in it that the board had approved $1.8 billion unanimously.
The other Sept. 15 meeting
The regular meeting that morning carried an adoption hearing on LDCA26-05, the food truck park rules, at item 9. Whether the board enacted it, and under what ordinance number, sits in the same two empty cells of the same table.
The fiscal year starts in ten days either way.
